+Had to run the following due to package problems (which will break 'vlc')
+  dnf remove compat-ffmpeg4 ffmpeg-libs vlc
+  dnf update
+  dnf install vlc gstreamer1-plugin-openh264
+Then security cameras running vlc and totem worked correctly.
